The Restorative Justice Council notes today’s announcement by the Ministry of Justice that the Victims and Prisoners Bill has been introduced. This is a revised version of the long-awaited Victims Bill, published in draft form last May. Our immediate concern is not in the detail but the way the Government has at the last minute and without any consultation, shifted the focus away from victims by including additional proposals about the Parole Board.
HMPPS recently published a policy framework on Restorative practice which sets out the professional responsibilities of offender managers, probation practitioners, and victim liaison officers (VLOs) for suitability and referral for restorative justice services. Many of the RJC's members raised concerns with the framework and its impact across the sector.
The Restorative Justice Council is entering into the second stage of its formal review into its practices, assessing its communication, engagement and overall strategy. This second part of our review has incorporated your initial feedback into how the RJC operates and we would now like to invite feedback from our members and other stakeholders about how we can improve the organisation and continue to accommodate a broad and diverse membership.
