European Council Framework Decision
The European Council Framework decision in March 2001 means that EU countries have to introduce RJ by 2006

Article 10

Penal mediation in the course of criminal proceedings

1. Each Member State shall seek to promote mediation in criminal cases for
offences which it considers appropriate for this sort of measure.

2. Each Member State shall ensure that any agreement between the victim and
the offender reached in the course of such memdiation in criminal cases can
be taken into account.

Under Article 17, each Member State must put into place laws, regulations
and administrative provisions to comply with the framework decision, in the
case of Article 10 by 22 March 2006.


United Nations
United Nations Backs Restorative Justice
Basic principles for restorative justice have now been approved by the United Nations. At the latest UN meeting (11th) held in April 2002, a resolution was passed that puts restorative justice officially on the international map.

Draft Declaration of Basic Principles on the Use of Restorative Justice Programmes in Criminal Matters. The draft declaration will be discussed at the UN in April 2002. The RJC is submitting its revised Standards in RJ in time for the April meeting.

United Nations Overview of Restorative Justice
The ISPAC (International Scientific and Professional Advisory Council) of the United Nations asked for its committee responsible for victims to prepare a report on RJ.
